Policies and Restrictions

Conditions of Entry

For everyone’s safety and enjoyment of Universal Orlando Resort, note the following:

  • All visitors must pass through metal detection
  • All bags, backpacks, purses, packages, and personal items are subject to X-ray and/or additional inspection prior to entering CityWalk or Theme Park(s)
  • We recommend you leave unnecessary articles in your car and secure valuables in your trunk.
  • Guests under the age of 18 without theme park admission (or separately ticketed events, as applicable) are required to depart at 8 p.m.* unless they are accompanied by a parent/guardian (21 years of age or older), staying at a Universal hotel, have a CityWalk restaurant reservation, have tickets for Hollywood Drive-In Golf or Universal's Great Movie Escape. Parent/Guardians must have a valid government-issues photo ID with date of birth to verify age. One (1) parent/guardian may accompany no more than five guests under the age of 18.
*Time subject to change at Universal Orlando Resort's discretion.

Prohibited Items
  • Explosives, weapons, items that can be used as or has the appearance of a weapon
  • Alcohol or drinks containing alcohol
  • Marijuana or any item containing Cannabis or related paraphernalia
  • Illegal items
  • Power driven or radio frequency-controlled devices*
  • Outside food or beverages**
  • Coolers***
  • Glass
  • Suitcases/Bags with wheels
  • Folding chairs
Any other items Universal personnel deem to be inappropriate, disruptive or harmful

*Only devices utilized as a mobility device are permitted.
**Permitted items include bottled water (2 liters per guest max), any food required for medical purposes, medically indicated nutritional supplements, or for special dietary needs, and baby food/baby formula.
***Only soft-sided cooler smaller than 8.5" wide x 6" high x 6" deep are permitted.

Clothing / Costume Policy

  • Proper attire, including shirts and shoes, must be worn at all times
  • No clothing likely to incite a disturbance or display offensive language or content
  • No clothing, costumes, or accessories that represent someone as emergency personnel, create a false impression of employment by Universal, or are deemed inappropriate for a family environment
  • No costume masks, veils, or long trains. Face coverings worn for medical or health reasons are permitted.
  • No swords or weaponry. Any home-crafted wands must be rounded on either end and must be appropriate in nature.
  • Partial face painting is permitted, provided it covers no more than half of the face applied vertically. For all Guests, Universal reserves the right to refuse to serve alcohol to anyone if we are unable to verify the identity of the Guest, in our sole discretion, in accordance with state law. Guests may be requested to modify their make-up or remove any type of facial covering to meet the above standards.
  • Costumes cannot exceed 28” wide x 80” high. Costumes are subject to secondary x-ray screening.
  • Some costumes may not be permitted on certain attractions for safety concerns.
  • If a guest is spotted in a costume that is not deemed permissible, the guest will be asked to change into something more appropriate or exit the park

Costume Guidelines for Premium Scream Night

Guests may wear costumes to Universal Studios Florida only for 2026 Premium Scream Night event nights, subject to Universal’s Code of Conduct and to the following costume guidelines:

  • Guests must be fully clothed, including shoes and shirts.
  • Guests may not wear clothing or accessories (e.g. uniforms, costumes or props) that may create a false impression that guests work for Universal or as emergency personnel, including, without limitation clothing or items identified with law enforcement, security, firefighters, emergency responders or the military. Except as permitted by Universal or for religious or medical reasons, guests may not wear any covering that fully or partially obscures a person’s face, including costume masks, facial coverings, and face applications.
  • Partial face painting is permitted, provided it covers no more than half of the face applied vertically. For all Guests, Universal reserves the right to refuse to serve alcohol to anyone if we are unable to verify the identity of the Guest, in our sole discretion, in accordance with state law. Guests may be requested to modify their make-up or remove any type of facial covering to meet the above standards.
  • For Guests who participate in the Darkmoor Monster Makeup Experience at Universal Epic Universe, the receipt from the experience will be required to be shown for entry into Premium Scream Night.
  • No prosthetic makeup (including makeup that conceals part of the face, like the eyes, nose, or mouth) is permitted.
  • Clothing that Universal determines is indecent, exposes excessive portions of the skin, or that Universal views as inappropriate for a family environment (including, without limitation, gory or gruesome clothing or accessories) is prohibited.
  • Service animals may not wear or be part of a costume.
  • No weapons of any kind are permitted. Any item that resembles a weapon or is manufactured in the shape of a weapon is not permitted. Any items that could be used as a weapon are not permitted, including, but not limited to: firearms, explosives, fireworks, chemical dispensing devices, clubs, sticks, knives, swords or other object(s) that may be used in any way to inflict bodily injury on another person.
  • No special or atmospheric effects, including, without limitation, balloons, smoke, fog, powered effects, and sound effects, are permitted.
  • No veils, long trains, stilts, oversized costumes or loose articles that could pose a safety hazard to guests or team members are permitted.
  • Costumes may not interfere with security screening. Costumes cannot exceed 25 inches wide and/or 80 inches high to meet Universal’s metal detection regulations. Costumes are subject to secondary x-ray screenings.
Universal reserves the right to preclude any costumes that may cause confusion that the guest is part of the Halloween Horror Nights experience. Impersonating a theme park entertainment or character or performing, frightening or otherwise disrupting other guests or event operations is prohibited and may result in expulsion from Universal’s property.

For your safety, and that of other guests, you may be asked to remove part of your attire or accessories before participating in certain rides, shows and/or attractions. Costumes (including capes) must fit inside a ride vehicle and not interfere with restraints. You may leave such attire or accessories with a non-riding or non-participating guest or secured in a locker. Please be aware that guests may not be admitted to some rides, shows and/or attractions depending on their costumes.

THE ABOVE COSTUME GUIDELINES ARE SUBJECT TO CHANGE WITHOUT NOTICE. IF A GUEST VIOLATES ANY OF THESE GUIDELINES, UNIVERSAL SHALL HAVE THE RIGHT, IN OUR SOLE DISCRETION, TO (1) ASK A GUEST TO MODIFY OR REMOVE THEIR COSTUME OR CHANGE INTO ATTIRE THAT IS COMPLIANT WITH THESE GUIDELINES AND/OR UNIVERSAL’S CODE OF CONDUCT; OR (2) REFUSE THE GUEST ENTRY TO UNIVERSAL’S PROPERTY OR REQUIRE THE GUEST TO LEAVE UNIVERSAL’S PROPERTY. UNIVERSAL’S INTERPRETATION OF THESE GUIDELINES IS FINAL.

Outside Food And Drink Policy

We offer a variety of food options at venues throughout the entire destination. However, we understand that guests may need to bring outside food or drink. Only accepted items are permitted.

Acceptable Items

  • Bottled Water (maximum 2 liters per guest)
  • Any food required for medical purposes, medically indicated nutritional supplements, or special dietary needs
  • Baby food/baby formula
  • Food cannot require heating or refrigeration

Service Animal Guidelines

Trained Service Animals are welcome. Animals who do not meet the definition of a Service Animal will not be permitted in the park.

  • Service Animals must be harnessed, leashed, or tethered, unless these devices interfere with the Service Animal’s work or the individual’s disability prevents using these devices. In that case, the individual must maintain control of the animal through voice, signal, or other effective controls.

Guests are not permitted to have any type of explosive, weapon, item that can be used as a weapon or has the appearance of a weapon, illegal items or substances within Universal Orlando Hotels. This includes guest rooms and public areas within all resort hotels.
